Driver wouldn't call cops just to get arrested on something unrelated to accident.

I get staying I guess, but are the police just supposed to know that a wreck just happened and are on the way? No reason for the guy to go to jail for a 'hit and run' when the victim got up and left the scene (they did the hitting and running if anything
I guess the police win with someone going to jail (more $$$$$ for them).

Rule of thumb is, no matter how small the accident is you always call the cops. Even if she ran in front of a moving vehicle and then sprinted off, you still pull over call the cops and report it.
You can’t be involved in an accident, drive away, and just hope nothing ever comes of it. Always report an accident.

I saw a story on TV the other day of this and the grinning woman held her child while the child said “watch where you are going”. My first thought was “no... tell your mom to teach you not to run in traffic.” Or “mom... keep an eye on me in this highly populated area”. I could tell mom is one of those irresponsible individuals and all the mugshots reinforce that belief.
