Definitely could be.
Makes me think of Jason Benetti who does play by play for the White Sox. He also does college football for ESPN. The dude has cerebral palsy and owns it. He makes fun of the way he walks and the way his eyes look. But he likes who he is, so he doesn't get triggered when others do the same.

This. I have a son who has AD/HD, and we have a really good relationship with his school. It's a private school, so they generally handle these types of things better. We get constant communications from our son's teachers, and everything is taken care of in an adult manner.
Teachers who do this, probably don't do it to make fun of the kid personally, it's just meant to be in jest, or a funny jab. People are just hyper protective of their kids and their own feelings these days. It's stupid that the teacher did that.

I would laugh if either of my sons brought something like this home. At the same time teach them to be able to take a silly joke in stride.

Also this is the kinda stuff that happens when you just send your kids to school and not get to know the teachers beyond that.

13 years old! That means that the other students have known this kid for around seven years. Maybe they happen to have stumbled onto his being different by now? Or maybe they know that he misbehaves because he chooses to? Or that he gets away with stuff that they can't?
She put her hand over his mouth when he wouldn't stop talking in class. "But Momma, everybody was doing it" or words to that effect. Except everybody else could expect punishment and he knew from the way he was treated that he'd get none...oh, wait, the teacher quieted him the only way she could. That he told his Mother that way indicates he knew he was doing wrong.
(From a special needs person in our extended family, we are accustomed to the phrase "Good Job.")

At first I thought it was a misunderstood sign and the parent was stupid. I thought it meant addition for a math award. Nope, teacher is that dumb.
