I need to know the races involved before I can be offended.
But for real, this bullshite bugs me:
Every resistant motherfricker acts the same way upon arrest. They'll fight, kick and bite you for ten minutes but once you finally get them subdued and try to get the cuffs on, they scream bloody murder about how they're in enormous pain and have a bad leg or trick knee or whatever.
Newsflash: fighting with a cop leads to an amped up response. Kneeling on the neck to gain compliance of a combative suspect is common practice. The goal isn't to kill him but to get control of his hands for restraint purposes.
But for real, this bullshite bugs me:

But I'll need to get the full story here. My kneejerk reaction is this was unnecessary, but sounds like he was out of control and on drugs, so I'm not going to call the cops murderers quite yet.

My problem with this is it’s a law enforcement issue. It’s not a race issue. Making it a race issue eliminates the possibility of dealing with the real problem. A bunch of wannabe badasses with badges that make them think they are invincible.
But no, let’s talk about it because black people.
There are a lot of good cops and good depts. But I hope people have paid attention during the COVID and woken up to the fact that you aren’t going to be able to rely on cops to do the right thing when the government fails us. Some will. But it’s not an absolute.

Mayor has to point out white cop and black male in this situation which is stupid. In this instance the cop was doing shitty things. Race was not a motivating factor in any way

Continually placing his knee on the handcuffed suspects neck does not appear justified. I don't see any additional threats posed by the restrained suspect.
The Asian officer had a duty to intervene and get his partner off the suspects neck.
The suspect likely died from excited dilerium, but the optics of sitting on his neck did not help.
Autopsy will reveal more.
Charge both of them, now.
