Sounds like a dandy money laundering scheme. Buy 10 flowers, sell one, report income from selling 100, voila, drug money is clean and can be deposited in a US bank. The more flower ladies you have, the larger the cash flow you can hold under the bank to government reporting limit of $10k.

Bet you baws didn't know that one of the ways Feds used to spot money laundering front businesses was to watch the brick and mortar storefront and record traffic. That would be nearly impossible with a hundred or so flower girls.

If they aren’t there already, vehicles will appear parked along the street. Drugs will be dealt from the vehicles. The flower sellers are a cover/distraction.

20 yrs ago you saw people around intersections in Baton Rouge selling Tyler Roses. They are small bouquets and cheap.
The Roses are From Tyler, Texas so people from hundreds of miles away would load up a van and make a trip.
