If you cant do it yourself, you deserve to get charged an hour shop rate which is 100+

The labor rate at the shop I worked for was $130 per hour. .2 of an hour is 12 minutes and 26 dollars. Include an $8 bulb and sales tax, sounds about right to me. Don’t like it, do it yourself and stop bitching.

And there is the issue of the average person not having the correct tool to fit the torx/hex/propritery security screws holding the housing/lens assembly together on some vehicles.

That is less than a half hour of shop time and pretty fair IMHO.

For what price do you think you could run a shop, stock it with every bulb under the sun, and pay someone to install the bulb while keeping a cushion should anything go wrong while also paying taxes and making a profit.

I would not pay that but that does not mean it is unfair.

I have failed inspection because that bulb isn't working and I dont feel like taking off my tire to change it.

What a shitty way to spend 20 minutes. I'd rather watch a youtube video teaching me how to do it and then do it myself. Some still feel good when they learn to do something handy.

I don't have a clue how to change bulbs (or wipers). But I just give the guy at Autozone $5 pay about the same for the bulb and he does it for me.
