You said oil change right? If so in the majority of shops they still will change bays and the tech still has to look up and pick the part. In the end, the price is "reasonable" for a $110-125 per hour shop. In the end, an average person would have 30 minutes or more invested in the whole process changing it themselves and ~$7 for the bulb, though you might well end up with a spare.
Some people cut their own grass some pay for it, some change their own oil, some don't it just depends on how you value your time and whether or not you enjoy doing these things.

Service invoices are usually broken down by each individual repair/service being done. For example if you’re in for an oil change & tire rotation those two separate jobs will be listed separately with each having its own parts & labor segments. If the service manager sees a segment with parts and no labor, the tech. will get his arse in a sling.
Or at least that’s how it works in the earthmoving equipment world. I imagine the automotive world is the same though in that any action taken on a job, especially if there are parts involved in that action, there has to be at least some labor associated with it. And since most places can only bill labor by the hour or half hour, that’s why he wanted $37 for changing the bulb. I’d imagine a full hour of labor for them is that times two.
Look on the bright side, had you need a bulb changed on your Caterpillar, the labor would be about $130-$140.

The people acting like it's completely normal to charge 40 dollars for a job that takes 5 minutes are insane. They probably don't even need to use tools.

For a tailight, yes. For a headlight, as the guy you quoted, no chance.
Unless you have already broken the lower mount on the headlight assembly. Then it does go quicker.

Had a headlight go out on my ‘06 Jeep Wrangler years ago. Went to the dealer that I just happened to be passing by. Replacement bulb $110.00.
Went to Auto Zone or one of those stores, new bulb $13.50, and you know they still made money.

It’s gotta be worth his time to do it. He’s got to queue you in, do the job, process an invoice, pay the 3% fee on the credit card transaction, pay his accountant to keeps his books, pay the mechanic’s salary, etc...

If changed some recently. By the time I went to the auto parts store and back, got my tools out, changed bulbs, etc... I spent way more than $37 of my time.
