If you are a commercial fisherman, with a boat, motor, nets, line, bait, etc then a life jacket isn't a luxury. It's a necessity.

These aren't fisherman with boats and equipment. It's just guys throwing raggedy nets into the water from the bank and many times they'll have to swim down to untangle the net. They get caught in a net and never come back up. Life preserver isn't making a difference if you're trapped underneath.

And you are underrating exactly how much tribal Africa is in the dark just in terms of modern medicine, technology, structure, etc


Not sure where you went to highschool, but I dont remeber classes on any of that
