J's fly well on 2 engines, it's practiced in the sim and in the plane (some Majcoms). They might have been fairly heavy-weight with gas which would affect performance.
They had a lot more going on than just 2 engines out. Missing the external tank between 3 & 4, they were probably losing a bunch of fuel, possible flight control issues. Kudos for the crew for getting it on the ground.
Here's a link to the center audio- I think the silence between calls might have been cut or the center controller needs to chill. I would have ignored the guy after a couple of calls. They had their hands full and chatty-Cathy kept bugging. LINK

Is the $100M price tag the manufacturing cost, or does that include the engineering, design etc rolled into the number of planes?

I have no experience with the C-130, but would venture to guess the ditching checklist calls for it to land with the gear up on an unprepared surface. Or, quite possibly, the gear didn’t come down due to the nature of their emergency. All speculation on my part.

ETA: Also, there's the issue of over stressing of the airframe which is a distinct possibility in this case. At some point, it's cheaper and easier just to send Boeing a change order and add a plane to their current contract.
ETA2: Lockheed, not Boeing.

Happens more often than you think
My father was a crew chief for a Huey in Germany. Don’t know if its the same way today but 1970’s Army said the head mechanic should also be the door gunner.
Dad’s bird throws an alarm but shows no indication of problem. Young butter bar pilot immediately dives the helo into the German countryside performing a hard landing ripping the skids off and essentially totaling the aircraft. My dad was concussed but OK.
Command grabbed the pilot from the scene and he was never heard from again. Investigation showed it was a bad fuse for a non-flight critical part.
