Seems like this would be a minor in an agricultural degree...but a major to itself? That would be like going to college and majoring in corn, tobacco or soybeans.

I think it’d be a brilliant major. The upside outweighs the down. The curriculum has to be science based. The students would be studying biology, horticulture, economics, weather science, soil science, etc.
It makes much more sense than majoring in Criminal Justice & English lit (me and my wife’s undergrad majors)
It will be legalized nationally within the next 10 years, and will be a multi trillion dollar industry eventually.
