Man, I am sorry to hear. I, for one, can not offer any helpful information and I am sure 99.9% of the replies here will not offer much help either.. Your best bet is to probably go with what the doctors say.

Contact your local school system, they are all inclusive when it comes to testing and making placement determinations

I can tell you're scared and I don't blame you. I've been there.
Get the cat scans done and see what the Dr. says. If nothing is discovered there and they don't give you guidance on the next step(I'm sure they will), I would suggest a trip to a children's counselor. This could be behavioral and cat scans won't tell you that.
You're bound to get some idea of what's going on after all of that. Don't give up on the kid man. Trust me, I know its hard but think about what happens if he goes back to foster care and some piece of shite ends up getting him next.

Also, this is absolutely not normal. To those who called this "typical terrible 2's behavior," I can't even begin to understand why you'd say this. We have three kids. And never one time in the past 10 years has one of my children stood in one spot in his/her room for 5 min, much less 45 min. So yeah, probably should get this looked at.

CT will be totally normal and is a waste of time and money
He needs an MRI

You want to make sure they are not petit mal seizures. Also you definitely want to have an autism spectrum screening done.

I don't blame someone for not wanting that type of responsibility.
I don't have kids, but I can imagine raising a child versus raising a child with autism is vastly different in respect to difficulty and responsibility.
