I read an article saying that’s how they got the addresses of a lot of the recent recipients. Apparently they placed orders for seeds before on Amazon and other websites. Then they started sending the mystery packs.
So she probably did order seeds from Amazon...but chances are that she already had received those.

Yes, but you still know when the package you receive is what you ordered or not. There's a packing slip inside with order info. Did she not get suspicious when there was nothing and it didn't look like the seeds she purchased? How naive is this woman?

I don't understand people who order seeds from Amazon. Do they not have CO-OPs or feed/seed stores in alot of areas? Do these people not know that seed catalogs exist? Seed exchanges on the interwebs? All of these are much better, more regulated, and knowledgeable sources than some random person on Amazon.
