Please keep in mind the participation column when looking at these scores. Only compare states that have similar participation percentages. Generally, the lower the participation, the higher the state average which shouldn't be too shocking.

Not just Americans, my wife teaches in Munich and they do have a bunch of retards in Germany. The difference is that to attend a University you have to have to grades and be able to meet the test score criteria. In other words they don't waste their time sending people who do not belong in a University to one. They send kids who are not as smart to vocational schools or trade schools and focus on training them to become part of the workforce.

Take the single, highest high school average from the LP and Tammany and it will beat those in the 300 student areas like Zachary/Central.

Not really. Concordia Parish has Vidalia in it which is far better than anything in the shite hole of Tensas Parish.

I"m pretty sure the grades that the state gives schools and school districts has an item that rewards schools for the number of kids who make a certain score, not for the average score or percentage of kids who make a certain score. Thus, the incentive is for them to give it to all the kids. (Not sure if there is a state mandate for all kids to take it or not).
The scores are more worrisome if you consider that some schools/school districts have dedicated 1/2 semester ACT Prep classes as part of their curriculum, and that kids take a practice type ACT test in 10th grade and take the actual test in both Junior and Senior years.
