Baton Rouge cannot annex unincorporated areas without the approval of the areas it wants to annex. I think it would work the same way if an area wants to leave: both the area and the city would have to agree to part ways. What's currently in BR would remain BR. Moving would be the only viable thing to do if you no longer want to live in the City of BR.
Hell, I don't even know if becoming unincorporated again is even a possibility.

Just stop it. Bodi didn't have the fight in him to win. He was too kind-hearted to do what it took to bury Broome, and he threw St. George under the bus when asked if he supported it. He just wasn't the right candidate.
