I see this just like I would if my child was staying at a friend's/family's home while we were out of town. If we picked up food on the way to pick my kid up I would get food for everyone, certainly all the children.

Oh yeah. Most will spend it on bullshite. I am not going to kid myself. Some, however, will use it to better themselves.
At the end of the day, the 10k payout is cheaper in the long run than continuing the cycle of generational welfare of paying for 3+ children who will most likely live off the govt their whole life and have an above average number of children, who, like their parents and grandparents will be on govt handouts.
