People fail at jobs in the “real world” all the time and are fired. They don’t repay past monies from their employer.

If you signed a contract agreeing to that. Paying back moving or signing bonus isn't unheard of in those situations.

It’s not a moving or signing bonus…it’s a scholarship you qualified for.

Then, you didn’t. So now you don’t get it.

They continue to lower the requirements to get tops, then get pissed that kids are failing out. Well no shite a kid with a 2.5 GPA and a 19 ACT score isn’t making A/Bs consistently in college.

This state continues its downward spiral due to ignorant shortsightedness.

You too dumb to know the difference between meeting the obligations of an academic scholarship and working a job? Any idea how many recoupment actions are taken against those who get ROTC scholarships then decide that 8-year MSO is too inconvenient? Any idea how many private scholarships and academic grants have clauses for repayment in the event of misuse of the money?

Yes we hear about the brain drain but from my experience several of those that leave eventually find their way back home.


Companies will adapt and/or employees will say no to transfers out of state and look for other employment in the state.

And it could be enforced based on tax filings.

There would be growing pains, but it has to be done. Also, current recipients would be grandfathered into old rules. New recipients would accepts TOPS understanding the restrictions.

was the money misused? And does this bill exclusively cover resignation from your academic institution? If so you have a point.

TOPS was built with good intentions; Pat Taylor was trying to energize our pathetic educational system.

While it had some success initially, all the crappy schools (LSU specifically included) figured out it was a esay way to hike tuition astronomically and let the taxpayers foot the bill.

Free tuition is anything but free.

How can they "pay it back" when they never received the money?

The money was paid directly to the college. Does the college have to pay it back to the student?

This is just a plan to keep young people down by creating unpayable debt.

1. Make TOPS harder to get (not impossible, but it shouldn't be a handout to everyone)
2. Put restrictions on moving out of state within 5 years post graduation
3. Focus on STEM
