Why not implement this on ALL gov assistance? why just affect students. I'm not taking the time to look it up, but i bet the majority of students that receive TOPS are decent students, and continue to keep tops throughout their college career. I know there's a much higher number of people that are on gov living assistance that are taking advantage of it, cannot pass a drug test, not even trying to work, not doing anything for society at all. IMO thats far worse than some kid who decided to party a little too hard one semester.

I'm also for raising the requirements for both TOPS and admission into LSU. This would reduce number of students that may have barely gotten tops, and end up losing it.

Does the State actually give universities money for the scholarship or just waive the tuition?

Coincidentally enough, fees have risen from being basically nothing to the equivalent to tuition since TOPS became a thing. I always figured it was just an underhanded way for schools to still charge tuition without charging for tuition.

If they're looking to recoup 10-20% of the TOPS awards; they would be much better off simply awarding 10% fewer scholarships. Especially considering they would probably need to double LOSFA staff to keep up with the paybacks vs not doing that.

Plot the population curve of GPA/ACT and cut the bottom 10% (or whichever number they are targeting).

That rule would be fine for TOPS. What isn't fine is requiring years of backpay because you had one bad semester.

This is much better than what they're proposing. But like another poster said, they're making it too complicated. Just raise the standards and you will get similar results.

God...I hope this passes..the riff raff that get TOPS after attending crappy high schools with no decent grading policies, then flunk out after a year of college partying is multiplying..
Not everyone is college material.

HB 385 fails the House; 34-60.

I don't agree with this bill and think there are better ways to reduce the costs of the TOPS program. And, I think most of the people at least on this board are in favor or increasing the qualifications as a start. But this vote goes to show that TOPS is another issue that most of our legislators are afraid to cut.

this is the one they really need to do something about... all too often you have a student get a state funded free ride, albeit that they earned, but then leave the state immediately after school... we don't keep the talent that we pay for, so it's a bad investment

If you do not want the stipulations, do not accept TOPS.

Apply for a scholarship that doesn’t have that stipulation.

exactly this...

no one is FORCING these students to take TOPS... they do it on their own volition, willingly...
