Thing is, what's the reward for taking it?

A less than stellar university system with a job outlook to match when neighboring states are offering better deals with fewer strings attached and most students and parents are going to look at that and say, "why the hell should I stay here?"

They are doing everything they can except what needs to be done. Raise the requirements to get TOPS


A 2.5 and 19 shouldn’t be going to college much less getting a scholarship.

This is not practical and how do you enforce it? Kids have no control over this. Engineer accepts a job with Exxon expecting to work at BR Refinery but Exxon transfers them to Baytown a couple of years later. Most local companies are hiring experienced applicants over new graduates.

Yes we hear about the brain drain but from my experience several of those that leave eventually find their way back home.

TOPS is where Louisiana is hemorrhaging money, noted. - So much so that they NEED it back? In reality, how much money total would they even be getting back? Probably not that much in the grand scheme of things.

Why not make those that are on EBT, unemployment or any other gov living assistance pay back their money if they cannot pass a drug test, or are not actively looking for a job?

What does that have to do with seeing higher rates of increases at places without TOPS?

By that argument, you probably think cars are more expensive than 30 years ago because of something the Chinese did. And you think you didn’t lose value if your home is now worth 320k vs 300k 30 years ago.

Prorated would be fine. Subsidizing a XOM refinery in Texas is not my burden.

The folks this is targeting will 100% find a way around any repayment with that list of exemptions. They play the scam game well. Amazes me, really. Put that effort into being a productive member of society.

BTW, LSU’s tuition AND fees per year (latter of which TOPS doesn’t cover) is now13k for instate residents. So I dunno where you got your 35k from. Out of state tuition (which is separate from TOPS, and thus irrelevant here) doesn’t hit that mark, but it is close.

Compare that to Texas who went from 6000 to 20000 per year in the same time frame. With no TOPS equivalent in place. So nearly double vs LA with no additional state subsidies. So tell me again how you have it all figured out.

And this isn’t UT, but average tuition of all state colleges.

Neither of which are covered by TOPS, and have nothing to do with state subsidies.

Even the highest levels of TOPS don’t give enough to pay for both tuition and fees. There is nothing left for room and board.

Certainly are impacted by the influx in demand due to everyone going to college.

There are whole classes of Federal scholarships that have recoupment actions for academic failure, non-completion of service-obligations, or anything that violates the scholarship conditions. Same with state-level and plenty of private ones too. If this is news to any of you then you really haven't been paying attention for a very long time...
