Because the radar is looking through the Northern eyewall to see the other parts of the eyewall behind it. It's like if you were trying to describe what a smokescreen looked like but had to look through another smokescreen to see the one you're trying to describe. You'll be able to describe the smokescreen right in front of you well, but you're not going to get nearly as good a look at the second smokescreen as you will the one right in front of you.

The NOAA site updates only every 6 minutes but the next few reports should be interesting if the instrument survives.
