There is a difference between a major hurricane that is strengthening at landfall and one that is weakening at landfall. While a weaking storm may not have the wind speeds and pressure that a strengthening storm has, as it weakens, and the convection begins to break down/collapse, it serves to widen the wind field of the hurricane, and sometimes slow it down. While the winds may be lower, they are still hurricane force and are spread out over a greater area. Wind moves water, and if the winds are wider spread, they can move more water, causing greater storm surge.
A strengthening storm, while having high winds and lower pressure is often not as large as a weakening major hurricane. They also tend to move faster.

The wind speed the NHC puts out for each advisory is only seen in a tiny tiny band right by the eye. Rita was weakening pretty good and made landfall kind of in no man's land. But when they say a hurricane has 125 mph winds it doesn't mean that wind speed is wide spread. Those max winds cover a very small area. And a lot of times they fluff up the wind speed a little especially with weakening storms.

If this winds up being as similar to Rita as it looks right now, BR is gonna get hit pretty good by some strong bands. AKA not life threatening but conference canceling strength

Baton Rouge got 9.3 inches of rain from Rita's rain bands. Right now Baton Rouge is projected to get an inch of rain. If Baton Rouge doesn't get hit with rain bands Baton Rouge won't get any wind either. The wind is in the rain bands.
