I appreciate and respect the United States and its officials, but I think there must be some misunderstanding here and I hope to get some clarification.
If, as stated by the U.S. Secretary of State, the U.S. and Russia are waging a proxy war on the territory of Ukraine, then on what basis is Ukraine expected to owe the U.S. $350 billion?

Yeah I don't think they would use them offensively either. Putin isn't insane... he is very sane, in my opinion. He is a bad actor, thug, murderer, whatever else you want to call him. Xi is similar, though I think Xi is considerably smarter than Putin. Sane people don't give up mansions, sports cars, and banging Russian gymnasts because they want a piece of territory or whatever else.
The risk is that you back them into a corner and they use them because they feel they have no other choice (even though that in all likelihood wouldn't be true). Start flinging missiles deep into the territory of a nuclear armed country and things can go haywire quickly. Thankfully they haven't to this point.

You think that matters to a nuclear armed country?
I get it, but we have to treat nuclear armed countries differently. Even if we shouldn't have to. Its an unfortunate reality of our world. The world would be a much better place if that weren't the case, because bad actors who have nukes could be held more responsible for their actions and wouldn't feel as emboldened by them.

If a nuclear armed country gets upset and launched nukes because another country defends themselves then so be it. There will be nuclear wars all the time if that were the case.
I truly understand where you are coming from, but why hadn’t Russia responded with nukes after Ukraine launched missiles against Russian industry? Why didn’t they launch nukes after Ukraine invaded Russia?
I don’t know, but I’ve got to believe that there’s a good reason why they. Perhaps they know the use of nukes will paint them in a very bad light and thru do not want that.

I don’t recommend foreign troops in Ukraine st all unless it’s part of a negotiated peace deal.
