There may be elements of truth in this statement but, imo, the issue is that the West called his bluff.
He throws 150-200k troops on the Ukrainian border and gave Ukraine and NATO a ridiculous list of demands that needed to be met for him to back off. He never expected this list to be met, but he certainly expected serious concessions under the threat of war. He also had plans to set up false flag attacks to justify invasion.
Well, the West told him to go frick himself. The Ukrainians told him to go frick himself. The US spilled every bit of intelligence they had to stay two steps ahead of any false flag operations. The West, in whole, told Putin to prove his mettle.
Putin found himself between a rock and a hard place. Does he retreat and look weak on the international stage and admit miscalculation? Does he move forward with war, knowing that his forces aren't ready, just to prove that he's still a serious threat and world player? He chose the latter. Now he and his country will pay dearly for the decision for decades to come.

You can make up for lack of enthusiasm by bombing the shite out of the area and running the Ukrainians out while you carry on with the offensive strategy. But you can’t do that once you gain the territory and if air support and limited fuel and artillery supplies are diverted to other areas to mount an offensive elsewhere then you rely on the soldiers to fight to defend it. And it isn’t working for them

260k+ conscripted troops in the Russian military. What's happening in Ukraine is very similar to the US war effort in Nam once drafted soldiers became a large part of the fighting force.

You can’t fake economics, innovation, technology, and demographics.
Russia is quite a poor country relative to the West with a small, marginal technology sector and an extraordinarily corrupt system that makes real innovation difficult.
Again, Mexico with nuclear weapons.
