Probably not, no. Those are the effects prior, and this past week/weekend are likely to make things even worse.
The rumor is that Biden's "grand strategy" is simple: make Russia run out of money before Ukraine runs out of men.
Hitting Russian economic infrastructure seems like a good plan, though I'm not sure why Ukraine wasn't doing that in March 2022, rather than March 2024.

The necessary weapons are just now being produced in sufficient quantity, in large part due to Oleksandr Kamyshin . He's been on the job for about a year.

dunno what worse...that or people thinking the following
1) an emp takes out all electronics and things like cars wouldn't work etc
and
2) people thinking china is some advanced military with all kinds of advanced weapons
the lack of basic knowledge by so many is...well just laughable.

18% of refining capacity was hit (not counting the topping plant) one had 2/3 of its crude units back (2 out of 3)

If capacity for diesel is down ahead of planting season, it's not good. Farmers in Russia didn't make money last year. Only government is buying.

Russia can choke wells to lower production per well. Shutting in presents problems with need to rework the well if it's down for say a month or so.
Being a producer rather than importer, there is no need for any large storage buffer. If increase in crude oil exports, it's to make up for lost revenue of the value added refined products. Production already costs around $50 per barrel of oil but Putin has levied taxes on top of this to pay for HIS war. With two major companies being essentially state owned (Gazprom and Rosneft) it's robbing Peter to pay Peter sort of thing.
Edit: Off Topic but our own Strategic Petroleum Reserve has been tits on a boar hog for about a decade, if not longer.

Belgium sending a new package worth €412 million. It includes artillery shells, 3 minesweepers and 300 Iveco Lynx multirole vehicles. Belgium sent 80 of these last year in a separate package also so in total they have sent 380.

Sadly, the perpetual agitation for more military usage has created a "boy who cries wolf" situation. When the arsenal of democracy was actually needed, it was 20+ years after the US lost credibility on military engagement.

The arsenal was gutted under Obama. There is a difference between arsenal and engagements.
FTR, Saddam had chem weapons agents mfg capability in the USA. I actually put my hands on it (with nitrile gloves of course)

The bomb we're addressing here is 100 megatons.
That is quite speculative, the bigger issue is if it is cobalt salted. Cobalt has a fairly short half-life (IIRC 5 years or so) but it still would render land uninhabitable for an extended period of time.
