Johnson gives House GOP’s Ukraine backers room to craft plan as pressure builds for floor vote
Johnson gives House GOP’s Ukraine backers room to craft plan as pressure builds for floor vote
quote:
Behind the scenes, Johnson has met privately with House Republicans who have been trying to build support for a new bipartisan foreign aid package that includes restrictions on the US border with Mexico. And now House Foreign Affairs Chairman Michael McCaul is taking a lead role in trying to finalize a proposal and build consensus within the conference as part of a push for floor action by late March or April.
Johnson has not yet taken a position on the plan or committed to giving it a floor vote, telling his colleagues that they need to finalize government funding legislation first. But once that process is done by mid-March, Republican backers of the plan believe he will let it come to the floor – even it risks backlash from hard-right members or even a vote for his ouster from the speakership.

Ukrainska Pravda
Search and rescue operations have been completed at the site of a Shahed drone strike on a residential building in the city of Odesa. Twelve people lost their lives in the attack, five of them children.
Source: Ihor Klymenko, Minister of Internal Affairs of Ukraine
Quote: "Rescue workers from the State Emergency Service of Ukraine have completed their search and rescue operations in Odesa. Twelve people were killed in the Russian attack, including five children.
A few minutes ago, the rescue workers finished retrieving the body of a child, a girl born in 2016. The youngest victim of this attack, a little boy named Tymofii, was just four months old.
I am grateful to everyone who has been at the site of the attack and with the victims during these last few days."
Details: Oleh Kiper, head of the Odesa Oblast Military Administration, said five children were killed in the Russian drone strike on the residential building: four-month-old Tymofii, seven-month-old Liza, three-year-old Mark, eight-year-old Zlata, and Serhii, who would have turned 10 in July.

Key Takeaways:
China and Turkey continue to pursue their own negotiations platforms for a settlement in Ukraine, which the Kremlin is exploiting to further its own information operations aimed at discouraging continued international support for Ukraine.
Recent relatively high Russian aviation losses appear to be prompting a significant decrease in Russian aviation activity in eastern Ukraine, although it is unclear how long this decrease in activity will last.
Delays in Western security assistance will likely make Ukraine’s energy infrastructure more vulnerable to Russian strikes.
Russian forces operating around Avdiivka appear to be adapting to conducting offensive ground operations with trained and untrained personnel.
German officials confirmed that the Kremlin is conducting an information operation aimed at deterring Western states, particularly Germany, from sending additional military aid to Ukraine.
The Russian Anti-Terrorism Committee (NAK) announced on March 3 that the Russian Federal Security Service (FSB) conducted a localized counter-terrorism operation in Karabulak, Republic of Ingushetia.
Positional engagements continued throughout the theater on March 3.
Russian regional administrations continue efforts to expand the aperture of ongoing crypto-mobilization efforts.

Russian Deputy Foreign Minister Mikhail Galuzin and Chinese Special Representative for Eurasian Affairs Li Hiu met in Moscow on March 2 to discuss China’s desire to facilitate peace negotiations between Russia and Ukraine.[1] Galuzin and Li noted that it is “impossible” to discuss a settlement in Ukraine without Russia’s participation and without “taking into account [Russia’s] interests in the security sphere.” Galuzin and Li added that Western and Ukrainian “ultimatums” and “dialogue formats” only “harm the prospects for a settlement and cannot serve as [the settlement’s] basis.” Li is expected to visit Ukraine and unspecified EU states following his meetings in Russia.[2] Turkish Foreign Minister Hakan Fidan stated during the Antalya Diplomatic Forum on March 3 that Turkey hopes talks for a ceasefire in Ukraine will “start soon” and that Turkey believes that “both sides have reached the limits” of what they can achieve through military means.[3] Turkish President Recep Tayyip Erdogan recently announced that Turkey is prepared to provide another negotiations platform for Russia and Ukraine, which Russian Foreign Minister Sergei Lavrov publicly rejected on March 1.[4]
Russian officials continue to falsely blame Ukraine and the West for the lack of peace negotiations between Russia and Ukraine, despite numerous public Russian statements suggesting or explicitly stating that Russia is not interested in good faith peace negotiations with Ukraine.[5] Russian Foreign Minister Sergei Lavrov claimed during a panel at the Antalya Diplomatic Forum on March 2 that Ukraine lacks the “goodwill” to negotiate with Russia, insinuating that the lack of substantive negotiations is Ukraine’s fault and not Russia’s fault.[6] Lavrov claimed that people who misunderstand which party is at fault “lack understanding” about the reality of the situation. Russian Permanent Representative to the UN Vasily Nebenzya claimed during an interview with Russian TV channel Rossiya 24 on March 3 that Russia has never refused negotiations, but that Ukraine refuses to talk to Russia.[7] Nebenzya stated that there are currently no negotiations efforts with Ukraine directly or through intermediaries. ISW continues to assess that any Russian statements suggesting that Russia is or always has been interested in peace negotiations are very likely efforts to feign interest to prompt preemptive Western concessions regarding Ukrainian sovereignty and territorial integrity and place the onus for negotiations on Ukraine and the West

The only answer is to bring them to the table and everything stops where it is.
Don't forget that the peace accords that people say Boris Johnson tanked, Putin is on record saying the outline wouldn't work because Ukraine wanted Security guarantees
The only reason that people can say that Boris Johnson tanked the peace accords is that he talked Zelensky into walking away from the table before Putin could reject the deal. Putin will never accept any peace that allows Ukraine to have a decent military much less a deal with security gurantees.

Puti will never accept anything unless it put Russia fully in charge of Ukraine.

Yes
That deal was the best one they could have gotten though. The final settlement they get now will be worse.

If the best deal in your mind was basically making Ukraine Russia again then who can fricking blame them for fighting? Besides you of course. You think being under Putin would be a dream.

The fact is no one knows, but Russia does stuff like this all the time.
If only…..if only the US wouldn’t have pulled off a coup, if only NATO wouldn’t have expanded East, if only Ukrsine would have agreed to the peace deal, etc.
What about if only Russia had not bought off the Ukrainian president, if only Russia was a good actor east Europe wouldn’t have begged to get in NATO, if only Russia had never invaded Ukraine.

I understand fighting because it’s the honorable thing to do, you don’t have a choice. But from a final settlement perspective, the end result will be quite awful for them. The human cost is serious and Ukraine will be much smaller.

Still, getting legislation through the House remains an extremely tall order. Republicans are badly divided over Ukraine, and former President Donald Trump could effectively kill the bill with one social media post. Plus, ample Democratic support would be needed to pass it – a tall order given that the package includes new border restrictions and aid to Israel that would likely prompt a revolt on the left.
quote:Interesting, however with quotes like these the article comes off as nothing but damage control for Johnson. They'll have to do better.
“No, I don’t think he’s trying to kill it,” said Rep. Mike Lawler, a freshman New York Republican who has signed on to the effort. “I think he understands the need to get support for Israel, for Ukraine, for Taiwan. … It’s a function of process and working through these issues within the conference.” Lawler added: “Any threat to use the motion to vacate (the speaker) is idiotic. We need to be focused on solving the problems.”

British Defence Intelligence
INTELLIGENCE UPDATE
UPDATE ON UKRAINE 04 March 2024
Throughout February 2024 Russia has undertaken a campaign of one-way attack unmanned aerial vehicle (OWA UAV) against Ukrainian infrastructure, including electrical power infrastructure. Ukrainian air defence forces have repeatedly engaged the OWA UAVs, but Russia's strikes have highly likely damaged Ukrainian power plants and electrical substations.
These attacks have taken place across Ukraine with damage being inflicted on regional power infrastructure including in Donetsk, Dnipro, and as far west as Lviv. Russian attacks have highly likely been undertaken by a combination of OWA UAVs, surface-to-surface missile systems and conventional rocket artillery, rather than Russian long-range aviation assets as observed in 2022 and 2023.
It is likely that Russia has sought to target regional power facilities to degrade industrial activities in Ukraine. Despite these attacks, Ukraine's power network is maintaining stable network operations.

Even more stable than before Feb 2022.
Meanwhile Russia is banning all exports of gasoline. That tells me that refineries are operating well below capacity.

This is what I was talking about the other day in my 4 or 5 part long post. The objective truth is it’s obvious Ukraine can no longer achieve its goals by means of armed resistance. They are getting a little weaker every day while Russia is getting stronger. The longer the fighting goes on the more in Russia’s favor the scales will tilt. It’s time for Ukraine to find a way out of the war. And if the Western countries actually want to help Ukraine, they should put their efforts into finding a way to broker peace.

China and Turkey are doing that now. They are trying, but it seems Russia isn’t playing.
But if all parties agreed to stop fighting today, and the new Ukraine would be where the battle lines are currently; do you believe that would settle things?
