ISW Update

Key Takeaways:

Ukrainian forces conducted counteroffensive operations on at least three sectors of the front on August 15 and reportedly advanced in Luhansk Oblast and western Zaporizhia Oblast.
Russian forces conducted a large-scale missile strike against targets mainly in Ukrainian rear areas on the night of August 14-15.
The Kremlin is using the Army-2023 forum in Moscow (August 14-20) to foster bilateral military and political relations with other states and posture itself as a reliable and technologically advanced partner.
Russian President Vladimir Putin and Shoigu made largely boilerplate comments framing the Russian government as effectively meeting Russian force generation efforts, portraying Western and Ukrainian resources as limited, and promoting international cooperation against the West.
Wagner Group affiliated sources are undermining private military companies (PMCs) affiliated with the Russian Ministry of Defense (MoD).
Wagner Group financier Yevgeny Prigozhin continues to comment on Wagner issues on the African continent to remain active in the information space but is notably refraining from commenting on the war in Ukraine.
Russian news outlet Kommersant reported that Russian authorities are developing a mechanism to fully control and shut off civilian mobile telecommunications networks in the event of a declared emergency, possibly related to pro-Ukrainian cross border raids.
Russian forces conducted offensive operations along the Kupyansk-Svatove-Kreminna line, near Bakhmut, along the Avdiivka-Donetsk City line, and in the Donetsk-Zaporizhia Oblast border area, and reportedly advanced near Svatove and Bakhmut.
Ukrainian forces conducted counteroffensive operations on at least three sectors of the front on August 15 and reportedly advanced in Luhansk Oblast and western Zaporizhia Oblast.
The Russian “Vostok” Battalion, which is notably fighting near Urozhaine claimed on August 15 that Russian forces have entirely lost Urozhaine and blamed a lack of infantry and equipment for the loss of the settlement, but ISW has not yet observed visual confirmation that Russian forces have completely withdrawn from the town.
The Russian federal subject “Bashkortostan Regiment” volunteer formation has reportedly deployed to Ukraine.
Russian authorities continue to integrate occupied Ukrainian territories into the Russian cultural and educational sphere.

boilerplate comments framing the Russian government as effectively meeting Russian force generation efforts, portraying Western and Ukrainian resources as limited, and promoting international cooperation against the West. Shoigu claimed on August 15 at the Moscow International Security Conference that the Russian defense industrial base (DIB) has produced various weapons, tanks, armored vehicles, and drones in an amount of time and alleged that Russian and Soviet equipment capabilities surpass Western equipment capabilities.[21] Shoigu claimed that Western sanctions on Russia have helped to increase domestic military equipment production through import substitution at DIB enterprises, part of a longstanding (and inaccurate) Kremlin narrative since 2014 claiming that international sanctions strengthen Russia.[22] Shoigu claimed that in contrast, Ukrainian resources and Western military arsenals are almost completely depleted.[23] ISW continues to assess that Russia has failed to mobilize its DIB to adequately support the war effort, however.[24]

Russian President Vladimir Putin reiterated unsubstantiated claims on August 15 at the Moscow International Security Conference that the West is responsible for "igniting the conflict” in Ukraine.[25] Shoigu and Putin reiterated rhetoric accusing the West of creating instability in Africa, Latin America, and Asia and advocated for deepening Russian defense relations with those countries and the creation of a “multipolar world order.”[26] Shoigu also alleged that the West escalated international conflicts including "the situation around Taiwan.”[27] Shoigu’s reference to Taiwan likely indicates Russia’s continued efforts to create a “no limits” partnership between Beijing and Moscow despite China’s reservations.

From 2017. Good read

quote:

In Russia, the opposition will not stand in opposition. Citizens will not stand up for civic rights. The Russian people suffer from a victim complex: they believe that nothing depends on them, and by them nothing can be changed.

quote:

My husband and I once spent eighteen months in a village 300 kilometers from Moscow, in the Kaluga province, which is relatively well supplied. The village population was noisy and querulous, they would pick up their knives at the slightest provocation. Every evening we would hear shouts – somebody’s chicken was stolen, somebody’s dog poisoned, someone’s wife seduced, somebody had been beaten and was now chasing his attackers with an axe. These were energetic, proud people.

The village water system was only connected to a few lucky houses, but the majority of villagers had to carry their water in buckets from the street fountains. One cold, gray November day the fountains suddenly dried up. The nearest well was in the ravine whose slopes were slippery at this time of year. The usually boisterous and quarrelsome villagers, always ready to start a fight, trudged meekly into the ravine with their buckets.

When I asked them how long the drought would last, they said: ‘Until spring.’ Assuming that the villagers knew best, we started packing our things to leave, but at the last moment I called the emergency maintenance service to check on the situation. My call was news to them. None of the villagers had informed them of the problem, even though there was a telephone in almost every house. The next day a team of workers arrived, repaired the water tower and restored the water supply. If it were not for my call, the villagers would have waited for water until spring.

Something similar happened with the power supply. The outdated electricity network often went down, leaving the village immersed in darkness. The thing to do was to call the emergency service, but the villagers never would. While I was there, I played the role of a miracle-worker. If the light went out during the night, the villagers had to stay in the dark until I woke up closer to midday. Learned helplessness had engulfed the entire village.

Very good article. We are aware of the national psychopathy in Russia established by the overwhelming state propaganda, however her demonstration of the resulting lack of agency as masochism is illuminating. Bookmarked.

British Defence Intelligence
INTELLIGENCE UPDATE
UPDATE ON UKRAINE 16 August 2023

Russia has almost certainly started to deploy domestically produced one way attack Uncrewed Aerial Vehicles (OWA-UAVs) based on Iranian Shahed designs. Russian forces have been importing Iranian-made systems since September 2022.

Indigenous manufacturing will likely allow Russia to establish a more reliable supply of OWA-UAVs. The performance of these weapons has been variable and Ukraine has proved effective in neutralising the majority of incoming OWA-UAVs.

Russia likely aims for self-sufficiency in OWA-UAVs in the coming months. However, in the interim, Russia remains reliant on components and whole weapons from Iran, primarily shipped via the Caspian Sea.

It's all so predictable. They continue to pretend that they aren't anti-American, while they try to justify Russia's genocide in Ukraine, by claiming that the US is just as evil as Russia.

Highly original reply. Truly the work of a man who is single-handedly funding the war in Ukraine! Go make another ‘whataboutism’ my bitch.

It’s intensely odd that the old leftist standard of ‘the US did it too!’ has now made it to these deeply committed morons. You can be against bad things the US has done and be against bad things the Russians have done. This dude is just operating in such obvious bad faith that it’s amazing he suggests otherwise.

Challenger 2 reportedly in Ukrainian service and for the first time in awhile I agree with Big Serge, these are cope cages regardless of who is using them. Though if both sides are using them perhaps they are more effective than we have thought.

I think the war has shown us that we are vunerable to small drone warfare.

There is going to be major research and investment in anti drone technology. EW is somewhat effective but it is agnostic and hampers both sides. As drones evolve, they will become more autonomous reducing the effectiveness of EW. What mobile units really need is some type of spot-it, kill-it capability. That doesn't really exist today at the small unit level.

Yeah, big and very expensive tanks getting destroyed by inexpensive drones has changed the battle dynamic considerably.

Considering the fact that our cell phones are more powerful than a super computer of not so long ago, it seems like it has just begun.

Probably going to need a lot more of these. Even though they have been out of service for a decade they work well against drones. They might need to adapt the shells to optimize for drones rather than aircraft.

Anti-drone equipment on tanks probably wouldn't be too hard to develop if the drones can be detected since they don't move all that fast.

since WWII armies have moves from mass air to fewer but more capable platforms. As the pilot has been the priority. armies' then moved from mass AAA to counter aircraft to single high tach AA missiles. With cheap mass produced, pilotless drones appearing, then we need another cheap means to knock them out. likely to see more light AAA systems and EW to try to counter the drones systems.

I'm surprised they haven't developed a submersible drone. Cameras are so small and offer such good resolution these days, a small periscope antenna and camera would be virtually impossible to see at night.

Maybe they have. I don't think they'd be able to get the range that the current drone boats have with a submersible version though.

They are working on it.

Toloka unmanned torpedo drones are being developed in Ukraine. One of the prototypes was presented at the Brave1 exhibition. This was reported by Militarnyi.

Three versions of the autonomous torpedo are being developed: Toloka TLK 1000 (4-12 meters); TLK 400 (4-6 meters); TLK 150 (2.5 meters).

Toloka TLK 150 will have a range of 100 km and can carry up to 20-50 kg of explosives. TLK 400 will receive a warhead of 500 kg and will have a range of up to 1,200 km. The largest torpedo, the TLK 1000 will be able to hit targets at a range of up to 2,000 km and carry up to 5,000 kg of explosives.

This range will make it possible to hit targets at any point of the Black Sea in autonomous mode, even at Russian bases in Novorossiysk.
