The Russian Way of War is the English language "bible" for Russian tactics/strategy. I have posted the link before but it is a great resource for understanding how they plan to operate and helps understand why they continue to fail. However, the authors couldn't forsee them being as inept as they are so it is only partially useful but I find it thoroughly fascinating.

This is the OT so yea the majority.
I just can't get over how so many are not only for the US just throwing taxpayers money at a black hole, that most likely circulates it right back to politicians pockets. But actually for more US involvement than there already is.
The overseers have one the disinformation and manipulation game on the masses. Time to rethink this experiment.

Short answer is yes. In fact, subs play a big role is Soviet tac nuke doctrine. They can install tac nuke warheads on their cruise missiles fleet.
Many modern tac nukes are "dial a yield" so the yield can be adjusted up or down depending on the target and desired results. Also keep in mind a modern warhead with a yield of equal to either the Hiroshima and Nagasaki would be below even the middle of the yield range for tac nuke.
In the modern sense tactical nuclear weapons cover a broad range of yields and the term alone doesn't mean much because the larger ones are still really city killers in terms of human lives even if they won't flatten a city the size of Moscow.

He's on the intel committee and has been used as an unofficial official spokesman before. If he says it it's because he's been briefed on it and cleared to make a statement about it.
