That was a bit of an exaggeration. Once liberated, I'm sure that it will be closed for a while to all but residents and essential personnel. There's going to be a ton of cleanup, war-crimes investigative work, demining, etc.

Personally I think they should blow up all the distilleries that are in any border cities. Minimal casualties and a lot of pissed off citizens.

One of the nagging doubts about Kherson to me is with regards to mobility. UAF use of technicals and modded out vehicles to supplement BMP's has been note worthy.
In Kharkiv, they used Bushmaster's and the M113's for mobility and exploited the general Russian melee and confusion. Tactically astounding.
I'm wary because on surface it seems that they had to cobble all of this transport together.

Another top ally of Russian President Vladimir Putin has died this week, this time of an alleged “stroke” while on a business trip in the village of Roshchino in Russia’s far east region.
Vladimir Nikolayevich Sungorkin, 68, was editor-in-chief of the Russian state newspaper, Komsomolskaya Pravda. According to the newspaper, Sungorkin died “suddenly” after showing signs of “suffocation” during the trip on Wednesday.
“It happened absolutely suddenly, nothing foreshadowed. We were in the village of Roshchino. We were driving, we were already making our way towards Khabarovsk, we planned to get there in the evening today, and from there to Moscow. All was good,” his colleague Leonid Zakharov, who had accompanied him on the business trip, wrote in a story for KP.

But Crimea and border towns like Belgorod are fair game.
After the strike on the dam, while regrouping I’d start hitting rail bridges and substations in border towns along border. You don’t have to bomb civilians to scare the frick out of them, especially if there’s a chance they may get trapped on wrong side of river.
