It has to do with three things....
1) JBE is very cautious, even overly cautious.
2) The State spent a ton of money beefing up the hospital capabilities, such as the medical monitoring station at Morial Convention Center. Now that has to be justified.
3. Getting to a certain spending point to get additional federal funding.

It is hilarious to see MSNBC/CNN correspondents on twitter rooting for more deaths in Tennessee because they’ve decided to reopen in May.
