When TX opens up by 4/30 and everything is gravy, he'll be pressured to open up LA by 5/7. Daily deaths will slow a ton in a week.

This is so freaking stupid! He bases this on his helicopter ride to Monroe to check out the tornado damage on Easter Sunday and he said it looked like more traffic was on the interstate. Hell, there were probably truckers and other essential employees waiting out the bad weather before the went home or went to work so they all hit the road at the same time. And what interstate roads did he observe on a flight from Monroe to Baton Rouge? There aren’t any unless he is talking just the traffic in Baton Rouge.

In all honesty, the people will decide. Once may first arrives and the numbers are still falling at the rate at which they are now, I wouldn't put it past large groups of restaurants and salons in cities to ban together and release guidelines and say we are open for business.
They cannot stop them all. Fines wont matter anymore since its going to be live or die for these business.

Cantrell said they need to see 14-21 days of zero to "some other number" of new cases to begin to anything. Of course, they are about to start neighborhood testing which drive the numbers up. At least JBE somewhat laid out what they are looking at and didn't pin anything to one metric.
