interesting considering that TOPS began in 1998 and was retroactively offered back to those that graduated in 1997

You're right, my bad. He was on TAP. Got the two confused (again it's been a while).

quote:

In 1989, the original Louisiana Taylor Plan became law as a result of Mr. Patrick F. Taylor’s educational initiatives. Governor Roemer signed ACT 789 into law creating the first state-funded, merit-based college tuition program in the country called the Louisiana College Tuition Plan (LCTP). Students were required to earn 17.5 units in the core curriculum, score a minimum 18 composite score on the ACT, and earn a 2.5 grade point average. In 1992, the program was renamed the Tuition Assistance Plan (TAP) by ACT 887 and ACT 718. Both programs had an income cap.

Yes, even though it is same requirement for everyone. If there is a complaint on either/any side, it is an admittance of less overall intelligence, drive and/or both.

I've always thought affirmative action was racist against blacks because of this reason.

There was an interesting thread on this on the PT board today. It was a discussion on blind standards during a hiring process. If the results, not the standards, are non beneficial to a protected class (women and minorities), the blind standards can be deemed discriminatory and illegal.

That's actually pretty legit but it looks like for Iowa State that high school class ranking matters more. Which means gpa is the biggest factor.

TOPS as it stands is basically a participation ribbon. That needs to be changed. I don't know if a 26 should be the sole decider. Maybe have some sort of combo.

26 ACT and you get it.
24 or 25 with a 3.6 GPA and you get it.....

Something like that which takes GPA into account for kids that don't quite get a 26.

You think there is no correlation at all between test scores and future success?

I'm still surprised there is no "you have to stay in Louisiana for 3+ years after graduation" stipulation of taking the TOPS money.

Is this the way other states (like Tennessee's hope program) work?

I don't think you're wrong there.

My big problem is the fact that this is retroactive. I don't think it's right to tell a kid who got a 25 in high school "congratulations, you got TOPS!" And then in their sophomore year saying "sorry, the rules changed and you're on your own"

If you dont think TOPS reduction will negatively impact baseball, you don't know how this works. LSU has a huge advantage right now in baseball recruiting because of essentially being able to offer full rides while many other SEC schools have to divide up a small number of scholarships among 30ish players.

AND ALSO-i'm pretty sure there is a "satisfactory academic progress" requirement. Its not like you just get to burn through semesters of taxpayer funded tuition at your leisure....

I have s great way to save some money. Mske the people on welfare and food stamps get s fricking job. Too many moms with 5 kids from 5 different daddy's living if the fricking state while the dads are in prison . Sorry folks there are soooooo many people that are qualified to work and fend for themselves. No they will not make the money they do off the state but oh well life's s bitch. They should not have become a unresponsive baby maker in the 1st place. They care very little about how bad a shape the states in. All they want is s fricking hand out.

I agree. Gpa should mean way more than tops because your gpa actually matters.

How is GPA to be standardized across high schools if the material at the schools is so different?

Standardized tests serve a purpose.

Got a 23 in math? No problem. Excel in other areas and you've easily got a 26 composite

That all sounds great, and trust me I wish I scored higher in all sections, but fact is I didn't. I still was able to succeed in college and get my degree plus a commission in the USAF. That, in fact, was my original premise: you don't need a score as high as a 26 to be able to pass and graduate college.
