They aren't. By your own admission they are manipulating the data in some way that is not being published.
They should be publishing the source data they are using to get to their results.

They update all the data from the date of. They report on the overall increase in numbers. They remove duplicates, if any, and that is the total overall cases.

You can download the CVM. They definitely don't make it easy to read though.
The backdating of cases and tests don't get published until a couple days after that date. I agree, that is annoying. I don't think it is malice because this delay was there when cases were rising as well.

How many times was our closures/phasing decided by looking at the raw daily data vs the corrected data? If we are almost 50% higher in positive rate over the last 10 days, that means there must be corresponding drops on other dates.

He's wrong. As soon as the disaster declaration is over, the mask mandates will be over.

Part of the problem early on is they were not giving us the corrected data they were making decisions on.

Delay is testing is best I can figure for the most recent data being so volatile. Combined with new testing methods that could delay positive tests.
