It's not semantics. Here is the question again.
It is not possible for the rates now to be higher without having corresponding drops in the past.

When making the phasing decisions, Dr. Billout always goes through the data that shows cases and deaths by collection date, which doesnt math the tigerdroppings report

The <10% came from White House guidance months ago.

They dont make any decisions based on using the data from the day it was reported
They use the data when its corrected to actual collecton date or date of hospitalization etc

So you trust JBE or Latoya not to use whatever data he needs to do what he wants? I don't.

Every time he has made a phasing decision, he has absolutely referenced the data that is on their website. He has not double dipped so to speak
