Based on a facebook screenshot in the video of the perp's diatribe, there's another woman who "claps back" at him, saying she witnessed the whole thing, and there was literally zero traffic or any automobiles on that street at the time.

Driving around Mandyville, the past week.
Just got back into town.
These kids on the E Bikes are getting a bit reckless.
They are shooting across streets and running stop signs, without fear. Even more crazy its all the side roads right off of HWY 190.
Something is going to happen.
I saw a group had to be at least 12 deep. All shooting across these side streets without reguard. More concerned with getting across the street but not having any awareness to see if someone is turning.
Its gunna be ugly, none of them really have their head on a swivel. They are more locked into where they are going without seeing who is coming.

I’m not sure if Karen’s were around in the 80s when I was a BMX street demon but I’d imagine a few eggs would’ve followed the arse whipping my father gave this guy followed by a switching I’d receive for prosperities sake…
