Again, stop fixating on the border piece. It's a problem, everyone knows it already.
The "2 days ago" piece is the important one...IF it's true.
He either
A) Did all this on the fly (highly unlikely)
B) Set everything up himself, then went to Mexico, then came back to execute (setting up an op, then crossing an international border twice would be a very foolish risk...you get rolled up, detained, delayed, etc.)
C) It was all set up by others and he was brought in to carry it out (he was probably left completely in the dark until go-time)
The "2 days ago" aspect points to C as the most likely...and that's not a good thing.

The bollards I saw Monday night were temporary. They were heavy duty pieces of equipment placed in the road that are able to be opened and closed. Cars pass through it over a speed bump.
I can’t find a pic of one. All sidewalks near there have horse head steel bollards.
I have never seen more police in the FQ like there was this week. My guess is that the bollards were opened for cleaning and if he got into the sidewalk, he ran over some horse head bollards.
