This is a HORRIBLE look for Landry. His handlers need to tell him when to shut the frick up and step aside for the experts to talk.

I don't think that's crazy, lots of places have them on sidewalks. Some pedestrian districts will "encase" the entire city block in bollards to keep vehicles from going through buildings.

The city is not fully immune as far as I am aware.
As I recall, protections exclude "gross negligence" as well as willfull, malicious, or intentional acts by city employees.
I'd have to go Westlaw searching but I do seem to recall that.

I wonder if the plan was to mow down people on Bourbon and "herd" them toward the IEDs he planted; however, the lift he crashed into prevented the remaining portion of the plan from being enacted.
