It's a weird, weird world: Uruguay's Laguna Garzón Bridge

The Laguna Garzón Bridge: it's a bridge and a traffic circle all in one. It looks kinda cool, but WTF:

"It is designed in a circular shape to force drivers to slow down and to allow for pedestrian access along the one-way circular route." LINK

Don't you think that's a bit of hyperbole? What city would let a collapsed piece of infrastructure sit there for almost a year without any attempt to clean it up, especially if there were bodies involved?

It doesn't even make sense as to how it supposedly does that or does that better than just a normal straight bridge, plenty of which have built in "pedestrian access."
