so if a water molecule is touching another water molecule it becomes wet. a water molecule alone is not wet. so in general, water is indeed wet.

The concept of wet is that which contains any level of liquid within the system

'Wet' has no scientific meaning.
If you want to use a layman's definition of wet as something akin to covered with on the surface or saturated with throughout then yes, water is absolutely wet.
The chemical axiom of 'like attracts like' arises because very polar molecules like water are attracted to other very polar molecules and repelled by non-polar molecules.
Thus, bringing a water molecule near another water molecule will result in a chemical attraction.
If we used a molecule that was an isotope of water (say tritium) that was marked and identifiable and brought it into contact with a cup of water we could see that it would be attracted to and randomly solubilized by and into the cup of water.
Water is wet.
