Exactly, she gets 911 on the phone and then refuses to say where she is or even what police department is engaging her.
911 centers generally dispatch for a whole group of agencies, and unless they’ve got software tied in with the cell phone companies to give an automatic location, they don’t know where you are or at least they have to confirm it
