Based on the video, I side with the woman with the broke down car. Lady cop who approached her was an a-hole. She could have been on the phone with a tow company or 911. The other cops were dickheads too. Yeah, she misused 911 but that's probably moreso out of ignorance. Why arrest somebody for this? Give her a citation / fine. That's beyond stupid.
