There are satellites from all sorts of Nations up there. Do you think Russia and China get our permission to fly satellites.

It depends largely on the weight of the object to be orbited. Even before sputnik, ballistic objects were fired into orbit from high altitude balloons, I remember reading about it in grade school. The transceiver would be the problem, not sure how it could survive being fired through a barrel.
