Is there a way to launch an amateur satellite into orbit without the government knowing?

In order to bypass FAA licensing and other legal restrictions?

The rocket will need to carry a transceiver for confirming orbit, obviously. But how small should it be to avoid government radar detection?

There’s really only one way to find out…. Launch and see if the feds notice.

If you're taking on this project it seems like you should really have someone that already knows that. If TD is your knowledge base that satellite ain't getting off the ground unless someone throws it.

NORAD tracks everything unidentifiable coming and going

Yeah. You just have to launch at night so they can't see it.

You could use satatlie balloons. Then Launch when you get to a desired altitude
