It’s a section 8 mecca. Frequent articles touting how many affordable housing units they have there. Section 8 and other forms of subsidized housing is the cancer that kills most cities.
Once a “Housing Authority” gets a foothold and starts to funnel money to “affordable housing units” then the flight begins. No one wants to live in a community where whole neighborhoods are made up of degenerates who either cant take care of themselves or intentionally cheat the system for free or heavily subsidized housing. It’s the reason for decline of every city in America. If section 8 or any other kind of subsidized or “affordable” housing did not exist, these old neighborhoods would be wonderful, long-standing communities that people would want to invest in and live.

I haven' been through PB in many decades.
When I was a kid, my parents and I went up there to visit family, who had chosen Pine Bluff to seek their fortune.
They lived in a modest home across a brick paved street across from a fire station.
Coming from where two dirt roads met, it's fascinating to think about how my Dad knew how to get there without a printed city or state map.
How things happened for $500, Bob.

You see this a lot in the Arkansas delta. Marianna, where my grandmother grew up, was once a growing cotton town with wealth and highly educated citizens. Vibrant art scene in the early 20th century. Now it's a ghost town overcome by bad demographics.
My great-grandfather's big house is still there. He built it when he was a young cotton broker. Now it's surrounded by dumps.

You’re spot on and unfortunately most larger towns in LA like Shreveport, Monroe, even New Orleans aren’t far behind Pine Bluff, if welfare and other government programs ever cut back most cities in the South would finish failing.

Section 8 itself isnt the problem. My parents used it while my father got out of the army and attended college. Allowing people to use Section 8 their entire lives is the problem. Government assistance should ALWAYS have an expiration date.
