Local politics will keep Pine Bluff a dump.

Sad part, when you see the old downtown area, you can tell that it was once a great looking town.
It's a lost cause now. Nothing is bringing money or white people back to that area.

I just can’t fathom pine bluff making a comeback anytime soon. Peter asked younger people if they were planning on staying and they kind of awkwardly avoided a direct answer. The answer is universally no. Little Rock is 45 minutes away. Why the hell would anyone stay?

Exactly.
One reason I say it's a lost cause. The other reason is who would ever invest there and why would anyone invest there? The only things that bring money to the area is a paper mill that likes to lay people off, pot farms, and a casino.
Central Maloney has a plant there building transformers and can't find enough skilled labor to staff up.
If anyone did try and open a plant there, they would struggle the same way to find anyone to hire.
I hope I'm proven wrong and Pine Bluff makes a huge comeback, but it's not likely.

The black residents in Helena for example were tired of black mayors and decided they wanted a white mayor.
They voted one in not long ago and he was making progress and was working together with the city council members.
The mayor was winning reelection but one city council member didn't like him and ran against him. He cheated in the runoff and was the new mayor.
All the progress made was gone.
This new mayor was charged prior with multiple felonies and was eventually ousted after making sexual remarks and gestures to his daughter.
So the new mayor was appointed by the governor.
It looks impossible indeed but it can be done.
