In today's episode of Baton Rouge Government Bureaucracy run amok...

Opened a new business office location a couple of months ago. Small single office, one worker, with two rooms and a bathroom with toilet and sink.
The first water bill arrives with a charge for water and a City Sewer bill FIVE TIMES the water bill.
I call and am informed that the City arbitrarily charges a high amount (of their choosing apparently) for the first three months until they can decide on an averaged charge based on the monthly water readings. They inform me that after three months, they decide on the average and then credit the bill back for the overages. Well...
Turns out we use so little water at this location that it doesn't cause the meter to register. So the water company sensibly establishes a "minimum monthly charge." Sounds reasonable. The response of the city run Sewer Department?
"Since we can't establish a baseline usage charge based on your minimal usage we are going to charge you our arbitrarily inflated charge indefinitely."
How does one respond to that insanity?

How dare you cheat the water department? A congressman will be starting a go fund me account soon for the water department. They are depending on you to use a minimum amount of water for your business.

not sure if it's this way for businesses, but your Baton Rouge Water Bill usually includes garbage pick up as part of the sewer fee.
My water bill is usually like $10, but my sewer fee is $25 and trash pick up is another $25, hence the 5x the amount of the water bill.

That sounds like the offal of some barely-got-their-GED phone jockey at the front desk. Either that or it's a "policy" that's only real legal weight is that it's never been challenged before.
Talk to an attorney. Charging you arbitrarily on a permanent basis can't be legal.

Our sewer program is out of control.
I believe they are replacing the entire public sewer system in the parish and they keep raising the user fees to pay for it all.
The EPA mandated changes did not require all of this. I believe that engineers and contractors are pushing all of this. Just look at the money they donate to the mayor and council persons.

Yes
The sewer fee is parish wide and is paid by those tied into the public sewer.
Water is not provided by the govt. EBR Water is a private company. The parish uses them to collect taxes.
