If Someone Hits A Dog In Their Vehicle And Leaves Should It Be A Hit & Run?

Let's say some a-hole hits a person's dog (especially if it's a dog that gets out and their owner is in the process of trying to get the dog and it runs in the street and some jackass speeding hits the dog and then keeps going) should (or is it?) it be considered a hit & run?
Lets say the owner of the dog takes a picture of the truck that has most of its license plate number in the picture and they bring it to the police is there really nothing the police can do other than say "there isn't much we can do about it"?

Not only should it not be it shouldn’t be if the human you hit is high on drugs, drunk, or in a wheelchair.

You'd have to prove it was intentional for it to be a crime in your super specific, super rare example.
Otherwise it's just like any other animal that wanders into the street.

Most cities have leash laws, if in city limits the dog owner bears responsibility for not keeping dog contained
In rural areas although there is no law it’s the owners responsibility to keep the dog contained
I say this as someone who lost a dog a month ago from a gate being left open

Hitting an animal is not going to be listed as the same level as a person or vehicle.
I know dogs are peoples family but it’s still just an animal.
I wouldn’t expect a person to go to jail just because my dog ran out in the street and got hit

Assuming the driver isn't breaking any laws when it happens and it was unavoidable, I think that the dog owner would be liable for damages to the car for failure to control their dog.
Not sure how driving off would change it though.

I love my dog but if he got out and got hit, it would be my fault more than the drivers

Are dogs supposed to be in the road way? Are car supposed to be in the road way? There is your answer.
Coming from someone that lost his dog by him getting hit by a car. No the driver shouldn’t be in kind of trouble.

If someone's dog runs into the street and causes a car to swerve and miss and he has a wreck and injures or kills himself - is the dog owner liable?
