Why has it taken so long and why isn't every school district in the country doing this?

I was in K12 technology from 06-13. Network and security for most of it.
When my school district decided to let kids use their phones for any reason all day, I objected and said this is a terrible idea for so many reasons but was overridden.
Our admin patted themselves on the back and said that they were so glad referrals and disciplinary actions were cut in half.
That’s like Teedy making robbery and murder legal and being proud of herself for reducing crime.
All the teachers hated it and said it made their instruction 10x more difficult.
ETA: one of my favorite instances of this biting them in the arse was somebody started a “hoes of XYZ High School” account. They were snapping photos of girls at school.
They asked me to take the page down. They asked me to call Instagram and find out who was running it. None of those were going to happen. Girls could report the violations to Instagram but I wasn’t going to do that for 100s of girls.
They did everything but say “block this page at school and keep phones put up.”

I have a shoe caddy in my room with numbers. As soon as the kids walk in they have to put their phone in their assigned slot.

My old district tried to do something like this and the parents threw an absolute fit. Screaming shite like “how am I supposed to get ahold of my child during the day”. Bitch, your kid is in class. You shouldn’t be interrupting them. If it’s an emergency call the office.
The parents managed to keep it from passing but several teachers circumvented it by making kids put their phones in a holder at the front of the room (converted over the door shoe hanger) at the beginning of class. They tried to fight that as well.
Again, 3/4 of the problems in schools is because parents can’t cut the fricking umbilical cord. And then want to blame the district.

Just make it easy - turn your phone and electronics off and leave them in your lockers or at home. Not sure why they need laptops and such in high school anyway.

What if a kid says he/she doesn’t have a phone to put in the shoe caddy? You going to search them? What if half the class says they don’t have a phone to put in the caddy?

This is actually pretty lenient.
Some schools don’t even allow high schoolers to have cell phones on them at all. Now that is BS, it’s 2022.
