Many districts have tried to implement technology usage in the classroom, but the real problem…
It’s the student’s property. If you ask a kid to put his or her phone away and they say “no”, you are screwed. School districts have done so much to reduce the teacher’s power in the classroom. Kids will be on their phones and won’t hand it over when you ask.
As you would guess, this is because parents probably pass these behaviors down. It’s always “you can’t take my phone from me, it’s not your property, etc”. The best part is the amount of times a student is on the phone texting or calling the parent during school hours.

The Courts have ruled the public schools can limit the use of students’ mobile phones.

I know at Rummel, kids phones need to stay in their lockers, if they're caught with it, it's a warning, second time it's a detention, third it's a suspension and fourth it's a expulsion.
They take the phone stuff pretty serious...

How it was until the last decade. We got in big trouble for using a cell phone back in the day.
We couldn’t even do that.

Baton Rouge City Court does not allow cell phones in the building. Outside the entrance they have a "mailbox" locker system where you find one with a key in the lock and put your cell phone(s) in it before entering. Just take the key with you and leave it in the lock when you return and retrieve your phone.
Schools could do this easily.
Side note, there is an elem school kid that waits for the bus outside my house in the morning. I see this kid with a cell phone often. So this problem is not going away unless schools can get some reasonable control over it.

CBHS in Memphis would fine you and/or make you clean shite after school if you had your phone even on you during the day. Not sure if this is still the case.

It’s crazy how this sort of thing makes news like it’s some great injustice. I graduated in 2006 and everyone had cell phones but we were not allowed to have it out during the day at all. Not even between classes or at lunch.
Of course some people tried to text secretly, but if the teacher saw she might take your phone away and you had to go to the office at the end of the day to get it back.
It amazes me now how kids are allowed to use their phones and EarPods and laptops and all that stuff during the day. It’s wild.

That’s not really taking it seriously. Kids today love a good warning. That’s nothing, then a slap on the wrist. Third time before a true meaningful consequence.
