I always withhold enough to get a refund.
I get the "don't let them hold your money" argument, but being honest with myself I don't think income on that 3k every year is going to sway my retirment savings that greatly.
I hate the feeling when writing that fricking check.

I owed because I failed to update my W-4 after selling off all my rental properties since I no longer have the tax losses. I fixed that problem this year. If I owe next year it won't be nearly as much.

Got a return for the first time in years. Had my wife taking out extra at work each month since they typically don't tax her enough. But with the new changes, and some poorer than normal stock trading performance on my end, it came out that we got a couple thousand back. Usually I'm paying several thousand.

Got over 2300 from fed/state this year.

Yeah I owed almost $6,000
to feds because I didnt change my withholding in anticipation of selling my SF house.
But getting a $1500 refund from California because they allow moving expenses.

Same, self-employed. I broke even on fed tax, though. I owe the state a whopping $26.

My goal with taxes is to break even. If I owe, then I did not pay enough. If I get a return, I just gave our federal government a-holes an interest free loan and missed having that money in an account that gains value.
