Dude is schizophrenic most likely. They often suffer delusions of persecution and it often involves CIA or some secret cabal of some kind.
Most of them aren't dangerous, but definitely they need to be in a hospital when they're that psychotic.
EDIT: Go watch the king schizophrenic, Mr. Terry Davis on Youtube. He committed suicide, but he used to always say the "CIA n-words" were after him.

When he worked for me, his last name was Bishop. This is wild.
He must have done something else, because the police didn’t arrest him at my place. They gave him a trespassing warning and had me sign a document saying so. If he ever comes back on my property, he gets arrested.
