Stop going to the supporting the business which does not meet your standards. Give your money to a more worthy establishment. You might need to pay a little more; businesses that pay their workers shite wages end up creating shite products.
By choosing which food place you frequent, you determine which ones live or die. Take the shitholes off life-support and start supporting good operations. Be a good judge, jury and executioner!

If they are shorting you on your order, it's probably the window person putting in the smaller order you got, and they're pocketing the rest of your money. Most restaurants would catch with in-house cameras, but they might not review that unless they come up short.
Lots of them are too busy to dispute a short order. They'll just give you what you say you were shorted, and absorb the cost of a burger.
