Last night the President of Barbuda said everyone had been evacuated. So maybe there's no one there to answer the phone.

I think you are getting your storms mixed up. Katia is the one who is doing its best Harvey imitation and spinning its wheels on the east coast of Mexico. Jose is the one trailing Irma, but Jose is forecast to head out to sea with only Bermuda in its way.

A direct hit as a major hurricane would be significantly more damaging.

Yes it had significantly weakened as they tend to do once they make their way up here. I'm from the area and there was, and still is, significant damage. Matthew was also a Cat 5 at one point, too. Matthew ate entire sections of A1A and houses along the way.
